On my cement basement walls there is an orangish-cream colored spore like thing growing. What could it be?

Its a form of mold. I am guessing that your basement is not water sealed and your getting moisture through the wall. This company make a paint to fix your problem. Be sure to prep the wall first before applying Drylok

My guess is it is mold or some fungus.

Brush bleach on it and it will be easy to clean up. Rinse with water and then apply bleach to the cleaned wall to stop it from repopulating.

Buy a dehumidifier for your basement. On my cement basement walls there is an orangish-cream colored spore like thing growing. What could it be?
If it's ';ALIVE';, you''ll need to dry out the area permanently. Mold, mildew and fungus love moisture. You can find some great advice on http://www.b-dry.com/wet-basement-analyzer.html A DEHUMIDIFIER is also a good addition. Spores travel through the damp air. By lowering the overall humidity, you'll cut down on mold or other spore growth.
It maybe a type of mushroom. But use caution some mushrooms are very poisnious!
