Why don't you contact a local Ice cream manufacturer or outlet to see if they have any franchise business deals. If they don't do franchise they would probably have the information that you need and may be able to supply you wholesale. you also need a permit for some places - eg a local fair or playpark local council can help with matter like that eg i know of a firework event in my town and you apply to be a vendor at the event -dont know about driving round streets -look in yellow pages for icecream suppliers or the owner of the van you are buying can help with questions you have
Buy an ice-cream van, get a catchy tune to play, find an ice-cream wholesaler and get out into the streets, near schools and parks. Good luck
